Business Goal: Increase Quality

Why that goal?
Probably because customers or stakeholders are not happy.
What variables are you defining to measure Quality? Number of bugs found in production (or each stage?).
Where are we now?
How can we define measurements to support increasing quality?
An example is "Number of issues found in production".
Maybe you can define goals for the delivery lifecycle.
What's the target?
What is a sensible target? What is realistic? It's often a change of culture, change of human behavior which takes time!
How to accomplish
Maximize collaboration to close the feedback-loop as quick as possible.
